Francis S. Ainsa, Jr. graduated with honors from Spring Hill College in 1965 and from the University of Texas at Austin Law School in 1968 where he was a Teaching Quizmaster. Mr. Ainsa has handled complex construction litigation matters including major lawsuits arising out of claims of defective design and construction and has practiced extensively before municipal and county agencies which deal with zoning, variance, special exceptions, land use matters; fire and building code compliance issues; ad valorem tax valuations and assessments; site plan, platting and subdivision approvals, and eminent domain. He has also developed a subspecialty practice in representing non-profits with emphasis on the Diocese of El Paso and its parishes and ministries.
Mr. Ainsa is licensed before all of the courts of the State of Texas, the United States District Court for the Western District of Texas, and the United States Court of Appeals for the Ninth and Tenths Circuits and the United States Supreme Court. He is a member of the Construction Law Section of the State Bar of Texas, and the El Paso Bar Association. Mr. Ainsa has served numerous professional, business, civic and religious organizations including service on the Boards of Directors of Loretto Academy, Cathedral High School and the Foundation for the Diocese of El Paso and the El Paso Chamber of Commerce. Mr. Ainsa holds has been accorded an AV rating from Martindale Hubbell.
