PERSONAL: Born September 20, 1941, in Washington, D.C., Dean attended public schools in the District of Columbia, Dallas, Texas, Boulder and Denver Colorado, Lubbock, Texas and graduated from Stephen F. Austin High School in Austin, Texas in 1959.
In June, 1959, Dean entered the University of Texas, and completed a Bachelor of Arts Degree in 1963, majoring in mathematics and minoring in Russian. After a semester in graduate school in Sociology at the same school, he entered the University of Texas School of Law, graduating in August of 1966 with honors and as a member of Phi Delta Phi and Chancellors. Dean passed the Texas bar exam that fall, and began the position of Senior Law Clerk to Judge W. Jack Roberts in the United States District Court in Austin in October, 1966. He was admitted to the State Bar of Texas on December 9, 1966.
PROFESSIONAL: After completing his clerkship in November of 1967, Dean practiced with the law firm Heath, Davis & McCalla in Austin, before the State Board of Insurance and other state administrative agencies, including the State Banking Board and the State Securities Board. After assisting a client with its (and his) first public offering of securities in 1969, Dean began working a little more in corporate and securities law than insurance administrative law.
In August, 1972, Dean moved to El Paso and began practicing with the firm then known as Grambling, Mounce, Deffebach, Sims, Hardie & Galatzan. For the next twelve years, he practiced in banking, bankruptcy, commercial law, corporations, partnerships, securities, municipal finance and business litigation.
In April 1985, after joining the Fort Worth, Texas firm of Kelly, Appleman, Hart & Hallman, Dean's practice for the next nine years was more focused on securities law, mergers and acquisition and complex corporate matters.
In February 1994, Dean returned to El Paso and joined the firm of Scott & Hulse. He practiced there until April of 2002 in business associations, mergers and acquisitions, securities, franchising, municipal finance and commercial law.
In April 2002, Dean became of counsel to the El Paso law firm Ainsa Hutson LLP, continuing to practice in the same areas as previously, and in January 2016, became a partner in the successor firm Ainsa Hutson Hester & Crews LLP.
